Routine Phase operations will commence on 4 February. The first two weeks will focus on guaranteed time observations although some large open time programmes will also be started. As foreseen in the ``Call for Observing Proposals'', the Observing Time Allocation Committee are being briefed about the in-orbit results and may make changes to their recommendations of December 1994. All observers are being contacted and being given the necessary information and guidelines about making changes to their observing programmes following determination of the in-orbit performance. It is planned that the modification process should be complete by the end of March.

For making modifications to their Programmes, observers will be offered 3 options:
